The St. Louis County Board of Elections strives to make the voting process transparent and accessible to all by providing information about county elections and opening its offices for tours. Visiting the Board of Elections is an informative and enriching experience for anyone interested in the democratic process.
As one of the largest election agencies in the U.S, serving three-quarters of a million registered voters, the St. Louis County Board of Elections is proud of its professionalism, innovation, and performance excellence. Hear from Democratic Director, Eric Fey, and Republican Director, Rick Stream, and get a behind the scenes look at how elections are administered, the role of election officials, and the technology and security measures in place to protect the integrity of each election.
About the St. Louis County Board of Elections
The St. Louis County Board of Elections is a bipartisan, independent body established by the State of Missouri to protect the integrity of the voting process by accurately, securely, and efficiently conducting all elections in St. Louis County. There are approximately 724,000 registered voters who live in 964 precincts and vote in 200+ polling places within St. Louis County.
Speakers
Lori J. Fiegel Strategic Advisor to St. Louis County Board of Elections
Lori Fiegel joined St. Louis County’s Board of Elections in 2020 as a strategic advisor. Her work focuses on strategic planning, process improvement, and quality performance management. Since joining the Board of Elections, the agency has been awarded for its election innovation and security by regional, state, and national organizations. Previously, Lori served as the Director of Strategy of Innovation for St. Louis County government. She has 30+ years of service in the public and non-profit sectors. She holds an B.A. from the University of Maryland, a M.U.P from the University of Wisconsin-Milwaukee and is a graduate of Harvard’s Senior Executives in State and Local Government leadership program.
Rick Stream
Republican Director of Elections St. Louis County Board of Elections
Rick Stream is a lifelong resident of Kirkwood and has been serving as the Republican Director of Elections in St. Louis County since 2017. However, his career began much earlier when he began working at the age of 10 to support his large family, especially after his father passed away in 1963. He is a 1967 graduate of Kirkwood High School, a 1969 graduate of Meramec Community College, and a 1971 graduate of University of Missouri St. Louis.
Upon completing his education, Stream served as a U.S. Naval Officer from 1971 to 1975 and was assigned to the USS Fort Snelling (LSD-30). Upon his honorable discharge, he returned to Kirkwood and worked as a supervisor at a nearby cotton factory. In 1977, Stream began a 29-year career as a Department of Defense Budget and Program Manager for the Army Aviation and Logistics Commands. During this time, Stream also served on the Kirkwood School Board for 12 years, 2 years as President. Stream retired in early 2006 to run for Missouri State Representative and was elected four times, serving as the House Budget Committee Chair and Vice Chair for 6 years.
Stream and his wife, Ellen, have been married for 48 years and have 4 children and 4 grandchildren. In the past several years, Stream has been presented with the Lifetime Achievement Award from the Kirkwood Chamber of Commerce. He was inducted into the Kirkwood High School Alumni Hall of Fame for his 50+ years of volunteer service to the school district and the community.
Eric Fey
Democratic Director of Elections St. Louis County Board of Elections
Eric Fey is a lifelong resident of St Louis and has been serving as the Democratic Director of Elections in St. Louis County since 2015. Fey earned a B.A. in Political Science from Webster University and a MPPA (Public Policy Administration) from the University of Missouri St. Louis.
Fey’s professional life has been devoted to public service, having worked in various roles in the field of election administration since 2004. Fey serves on the executive boards of the Missouri Association of County Clerks and Election Authorities along with the International Association of Government Officials. Additionally, Fey is currently serving on the Board of Advisors to the United States Election Assistance Commission.
Fey enjoys participating in international election observation missions in his free time and has volunteered for missions in over a dozen countries.
Registration will close one week prior to the event. Refunds are available to your prepay balance or original payment method prior to the close of registration. Once registration has closed, we have submitted our expected attendance count to the venue and/or caterers. Please note that we may opt to extend registration for circumstantial reasons.
